That is a old photo that a fire department in Germany (I think) posted as a joke. Much to there surprise it went viral.
Actually, it was the Village of Bornam (Bornem?) in Belgium. Trains weren't running that week due to maintenance, so after doing a small incident nearby, they set this up as a joke, which went viral.
Yeah, THAT is going to work well… sigh
Just wait until someone draft a law requiring contraptions like that in any "…or way where public or private transportation may take place, whatever the kind of vehicle" and voilà.
