Obviously, the bridge caught rust from a rusty car.
Standards must be stepped up, and vigorously enforced! All vehicles entering the state must have rust passports!
Rust-protective underbody coatings, with quarterly re-application, shall be mandatory for all vehicles, to protect the bridges from exposure to rusty cars!
