After much Google-fu, this appears to be the Puzanovi Troupe at the 2003 Festival International du Cirque de Monte-Carlo.
Definitely in Monaco: the royal Garibaldi family members are shown right at the end. And prince Rainier is there, so it must be before 2005.
All I can say is WOW!!!
