We need to send them with unrestricted rules of engagement (including the use of LAV's and artillery).
I remember in Haiti the gangs screwed with a Marine patrol just one time. Everyman on the porch died when the patrol loaded them up. OTOH, the Haitians used to screw with the Army patrols all the time because they would not shoot and kill people waving guns and menacing them.
