I have a lot of LEOs in my family and they tell me that unfortunately folks like Steve are a fairly common occurence. Almost every community has at least one person like him.

My good brother SOB of the BACA Nation radio show would refer to Steve as a “Nostradumbass”: someone so stupid, you couldn’t see it coming.
