From the spelling of “humour” and the acronym RSPCA, I suspect this was an item in an English newspaper about an American news report. Still, it’s funny in any language and any nation.

The idle musings of a former military man, former computer geek, medically retired pastor and now full-time writer. Contents guaranteed to offend the politically correct and anal-retentive from time to time. My approach to life is that it should be taken with a large helping of laughter, and sufficient firepower to keep it tamed!

Context is everything 🙂
That is right up there with the radio commentator who had a segment on raising naugas for their hides here in the ATL. The radio commentator had Peta in an uproar about his description of raising 2 or 3 naugas in a shoe-box, stackable sized cage so they could be skinned and processed for Naugahyde. Then there was the "Boo got shot" segment…
Loved the advertisement! Bit confusing as to the source, RSPCA could be in England or Australia (Royal Society for the Prevention of Cruelty to Animals) but in Australia we would refer to a "Ute" not a pickup truck.
